Heir won't sign off

My uncle died intestate. Estate split between nieces and nephews. One niece returned first check and refused to sign off so the final distribution can be made. No clear reason is given.

What steps can be taken so the rest of us can get our money?

The Administrator can file an accounting, which, in effect, asks the Surrogate to approve the proposed distribution. If the Surrogate signs the appropriate order, then the distribution can be made despite the objections of the neice.

This procedure adds cost to the administration of the estate.
