what is a letter of administration and why would I need one???

It is a letter from the court appointing a person to administer the decedent's estate. It is similar to letters testamentary issued for probate proceedings. without them, the estate can not be properly administered.

Adding to Raman's response, it allows someone to administer a decedent's estate where there is no Will and there are assets that belonged to the decedent in individual ownership registration and which are not transferable by their registration (such as assets regsitered as joint owners with right of survivorship) or beneficiary designation (such as insurance policies and retirement plans).
