Legal Question in Wills and Trusts in New York

Probate Will

My wife's Stepfather passed. He had left everything to her. There is no other heirs named on the will as recieving anything. The surragate court of NY sates that since my wife is a stepdaugther that her Stepfathers relatives had to be notified of my wife probating the will. Being my wife stepfather put her as the sole hiership of his Will is this neccessary?
