Legal Question in Workers Comp in New York

I dont know what i can do.

I am from rochester ny and i am 24. In march i injuried myself and immediatly went on workers comp. In april i was transfered from one case worker to another before i was to get an IME. My new case worker is of not help to me at all, the IME doctor was forcing my injured arm into painful postitions therefore i reported him. My new case worker has been lax on getting me my payments, i should have received one this week and failed to. She has been rude and explains shes wants to send me back to work even though i am still disabled according to my doctor. If they take my WC benefits away, can i file for short term disability until my doctor releases me?
