how do i file an expungement in north carolina with a deferred prosecution

I would recommend you hire an attorney, although you do not have to. First you need a file a petition, then get a Judge to sign a request to the SBI to confirm you are eligible. Once the SBI has sent confirmation to the Judge, you need to get the actual Order expunging your record signed by a Judge. Then you need to be certain that it is served on the agency that charged you as will as having the Clerks in the court where you were charged remove the entry there.
