Legal Question in Civil Litigation in North Carolina

I bought a car and put $1300.00 DP. The guy then told me he had to get the title right and i would have it in 2 days. This was 12-28-2010. I still don't have the title. I got a form from him but i found out he forged the paperwork and i couldn't use it. I found the original owner and she stated he had the car for months, so he had time to get title in his name. He agreed in front of original owners husband, his co-worker and a friend of mine that he would get the title right and sign over to me. I would owe him nothing. Now that he got the title a few months ago, he will not sign it over and he wants full payment. What can i do to get the title so i can register the car or get my money back?
