does a new employee have to prove citizenship if he claims he is a citizen on the i9 form?

I-9 compliance is very complex and does intertwine with nationality discrimination issues. The rules contained in the M-274 regarding I-9 compliance and the subsequent policy memorandums and liaison material give excellent guidance on how to properly complete the I-9 form.
