Not being promoted

What legal grounds do I have to stand on when I'm not being promoted because a superior doesn't like me personally? My store has made all the goals and is rated one of the best in the company.

If it's because the person doesn't like you, you don't have legal grounds for an employment lawsuit. I'm sorry to hear about it. You would have a good case if you had proof that it was due to illegal reasons, e.g. discrimination on the basis of race, gender, religion, etc.
