Is Landlord responsible for Utilities stub-ups in commercial lease space?

Background:

* I am leasing commercial space 1707sq.ft. for restaurant

* Contractors gave me a bid which the cost came in too high because the landlord has not stubbed-up the utilities to the space and contractors would have to drill through concrete and run it about 100 feet to the utilties of the bldg.

* Not clearly mentioned in lease about who is responsible for utilities stub-ups, see below from lease agreement

UTILITIES. The LESSEE shall have the responsibility of installing and maintaining the payment of the electric, natural gas, telephone, security systems, needed for the operation of their business.

Who is responsible for running the utilities to the space being leased? Do I have a case against Landlord?

I would want to see the whole lease to advise you, but it would be rare that utilities' installation would be the requirement of the lessee.

It should have been spelled out clearly in the lease prior to signing. Did you have an attorney?

Have you moved in? Have you paid rent or deposit yet?
