Transfer Fee
Is it legal in NC for the Property Manager of my apartment building to charge me a non-refundable transfer fee to move to a larger apartment? I have thoroughly cleaned, and even spackled holes in the walls. This fee doesn't seem right, especially at $100. I have lived here 2 years. Thanks.
