Legal Question in Traffic Law in North Carolina

Paying for medical bills

I was recently involved in a rear end collision. No physical damage was observed, the other party decided not to exchange insurance info or call the police( I hit the rear of their car). (I also work with this person.) The person a week later advises me that they went to the ER and had a CT scan due to a history of internal bleeding. They now what me to pay the Dr bill. Am I liable to pay?
