How to locate the person who owes me money

On December 14th, 1995, a drunk driver named Margaret Blain totalled my car. She was court ordered to pay and she made 3 payments. She stopped paying me and she moved. Under the privacy act, I am not able to obtain her whereabouts so I can take her to small claims court. I need her current address to file papers on her and I do not know how to do that. Can you tell me how I can get the money that I am owed?

You can suspend their license until the damages are paid. Further if there was no insurance, the BMV will suspend their license. This is a handy tool to use to get restitution until you can find them. If they are stopped with something simple like a stop sign violation, they may place him in jail because of the suspended license
