Legal Question in Criminal Law in Ohio

Hello, I've recently gotten pulled over and my car was searched and the cops found a roach and some stems and seeds in the ash tray.. They also found a dinner plate in my car and there might of been a rolling paper crumbled up in the ash tray where the roach and stems and seeds were. They told me that I had paraphernalia for that dinner plate that was in my car but the officer told me that he wasn't going to charge me for the dinner plate that was in my car but they never said anything about the rolling paper because I don't think they knew about the rolling paper until after they sent the evidence to the prosecuting attorney and i'm assuming they found the rolling paper in there when they looked at the evidence.. On the summons it says that I knowingly possessed a substance and knowingly had paraphernalia.. Although I did not know that the marijuana roach was in the ash tray and did not use the plate for any drug related purposes nor did I know that the rolling paper was in there..

I was wondering if I should deny these charges when I go to court or if there would be a way I can get the paraphernalia charge dropped? I don't currently have enough income to be able to afford an attorney so I was wondering if I should get a public defender? Any help would be greatly appreciated.. I'd really appreciate your time. Thanks!
