Can person with sole legal custody turn that custody over to someone else without the consent of the other natural parent?

I really do not think it is possible. The other parent must still have rights and he or she would have to be named as a necessary party in the court proceedings.

Now they could always choose to do nothing and allow the transfer of custody to go through.
