In Ohio, if one parent denies visitation to the other in violation of a court order or shared parenting agreement, then the parent denied those rights can make a motion to the court that the other party be required why he should not be held in contempt for violating the court's orders. Then your ex husband will have to explain himself to the court and face sanctions if he can't show a darned good reason for each violation.
