If your friend IS indeed a USA citizen, there is no any paperwork to file. She should have a Certificate of Naturalization or Citizenship (if she is not a natural-born, but naturalized citizen) and a USA passport. If she is a USA citizen, why do you say she "WAS" a citizen (in past tense)?

If she is a permanent resident (green card holder), there is some paperwork to file.

She can't be illegal if she is either a US citizen or permanent resident.

From your post, it appears that she might be illegal and you do not fully understand her situation and problems. I suggest, she consults a knowledgeable immigration attorney.

If she's a U.S. citizen, then she does not need to "fix her papers" or "be made legal." If she's a U.S. citizen she can file with USCIS to obtain a copy of her Citizenship Certificate or a passport from Department of State.

Assuming she's not a citizen and does need to address her status, she should seek counsel to fully disclose and discuss her immigration and family history prior to engaging in any course of action with USCIS.
