Breaker switch requirements in apartments

I'm in an apartment building with 5 apartments total. The breaker switches for all 5 apartments are located in my apartment and I'm the only one with access to them, therefore if a tenant pops their breaker, they end up beating on my door (sometimes at 2:00am). I'd like to know if this setup is legal.

It sounds like it's an inconvenience, but it might be too complicated or costly for the landlord to fix. Put your concerns in writing to the landlord, and if he doesn't come up with a workable solution within 30 days, you can put your rent into escrow.
