Can I get my fathers who died belongings out of his apartment without a PA, me and my brother are the sole heirs.

What is a PA? If you mean a power of attorney (POA) then, that would terminate upon his death. Will there be an estate to probate? Whoever the executor is, if there is a will, or administrator, if not, would be able to clear out the apartment.
