Legal Question in Wills and Trusts in Ohio

If my parents legally had a will and left 50/50 to my brother and I, but then my parents hand wrote a list of certain items to go to my brother and myself with it signed, dated and witnessed, is the hand written paper valid?

No. Ohio law is very specific on the requirements for a will and end of life gifting. Some states do allow something along this lines, so long as other requirements are meet. But if your parents pass in Ohio, or their estate is otherwise governed by Ohio law, then the paperwork is of no "legal" significance. It may work from a sense of moral duty though.
