false arrest/harassment

I was convicted of bogus checks in 1999,for checks written in 95-96. Since paying restitution and being incarcerated , I've been arrested 4 more times for the same charge! Last July a Judge ruled the charge dismissed,stating I had been unlawfully ordered to excessive time. In my state I could only have served 1 year max. He said this was an unlawful, and excessive amount of time and ordered it dismissed. Now the Bogus Check division is forcing me to pay this restitution AGAIN!!! Also threatening that if I don't pay again I will be arrested and charged AGAIN, for the SAME case! Please help! Can't I sue all of them for the excessive time and still harassing me 15 years later??

As a disclaimer, we are answering this question cautiously because we are not privy to the entire situation or facts. But, based on the information you provided, you have serious constitutional and civil issues to consider or enforce. Particularly, because you are being repeatedly charged and having to answer punishment to the same offense twice. You also have the statute of limitations to research and consider. That being the case; I recommend that you get a federal attorney immediately because you may need to go to a higher jurisprudence to remedy the situation once and for all.
