physical contact and/or laws pertaining to people not touching one another unles

I heard someone say that it is against the law to have physical contact. They then went on to say that tattoos are against the law since there would have to be contact.

Tattoo artist are licensed.

You've not given sufficient facts to understand what you mean by physical contact. I know what the terms means at large. However, your question demonstrats that you probably don't. There is constant physical contact between people. These are governed by social convention and other permissable practices that society expects or tolerates.

Killing someone is against the law. However, there are numerous exceptions to the incident of killing someone, self defense, and in a war are two that come to mind.

Please try to realize that life is not absolutes.
