tenant problems

my aunt rents her land to a guy who recently began pouring concrete on the land to build a structure. He has not gotten her permission to do so. What should be the legal course of action? What is he thinking?

Her Attorney should Immediately issue a Cease + Desist Letter, followed by a lawsuit w/ motion for TRO.
