Can you get your license back after certain length of time?

I received a second dui in Oregon back in 1999. The first was taken care of through diversion. The second I paid the fines and 10 days house arrest but never went to the classes. I now live in washington, when I went to sign up for the classes I was told I would have to complete 60 days of the classes to get my washington license back. It has now been almost five years. I was by someone that after five years you wouldnt have to take the classes. Is there any truth to that? Also am I going to be able to get my washington license after the 60 days of classes without clearing the oregon license?

I am not familiar with WA requirements. In Oregon you cannot get a valid ODL until you have completed the classes required by the State. Because WA and OR are part of an interstate compact I imagine that WA may not give you a license until you clear OR.
