MY SPOUSE abandoned me 13 years ago in Oregon. No contact since and I can't afford a divorce. I am disabled with very low income. What can I do?

Apply for SSDI and any other aid based on social security. I don't think you can afford to petition for dissolution or that you would benefit financially from a support or property division award.
