Legal Question in Landlord & Tenant Law in Oregon

So here's the deal. I signed a rental contract & then the same day realized the house didn't have grounded plugs so went back to the rental agency and said that none of the other roommates would sign the contract and that we wont move in until they get the plugs fixed. Is that contract still binding if all the tenants haven't signed it?

So eventually an electrician called and scheduled a time to come out and do the electrical. When he got there they were trying to install GFCI's which don't actually ground the outlets and wont accomplish what we agreed. So i told them no deal.

Now there trying to hold my check for 1200 for the deposit and reservation of the property.

So is this a case that sounds like it would win in small claims court and enable me to get my money back

Probably not. You signed the rental contract, after having an opportunity to view the property and see whether the plugs were grounded. Did the contract specify that it was not effective, unless your roomates also signed it? Probably not. Did the contract specify that you could terminate it and recover your deposit, if later you decided that the property was not suitable for you? Probably not.
