Legal Question in Personal Injury in Oregon

I was sued over very minor damages a few years ago. The debt is being handled by their attorney and the debt has a hold on my license if I don't pay, he can revoke my license. The first time we contacted each other and set up a plan, he promised not to revoke my license open setting this up. I did as promised and sent monthly payments. Then only to discover he pulled my license anyway and took him two months to give my license back at my financial expense. Is that legal? And also he has not sent me any payment confirmations for the current 2 years I have been paying. I have asked for debt receipts and statements of how much is owed for the past few months with no response. Am I still legal to pay without all this? What should I do?

Any help would be greatly appreciated.
