Personal Representative when no will

My brother just passed away in another country, he has no will and a very small estate (probably less then $5000). My mother has been designated as next of kin but is running into trouble when contacting his banks to close accounts because she is not legally his ''Personal Representative''. What do we need to do to give her the Personal Representative designation?

With this small dollar value estate, she is may open this as a small estate proceeding.

Generally it is not a good idea with real property, as it raises some questions about the nature of title, but here it should work fine.

The small estate proceeding is quicker and should be cheaper, but it will still take some work.
