Arrested

Does being arrested for shoplifting interfer with the proceses of the green card application, even if all the debts owed are payed off.

The most important question is not whether you were arrested but what is your conviction. It is also important to know when your were convicted, wheter you entered a plea and the date of that plea. You should get an immigration attorney that deals with deportation/removal issues before you continue your immigration planning.

You haven't provided enough information. You should contact an immigration lawyer before you file for adjustment of status. You must divulge all arrests & convictions on your application and provide INS with all final dispostions. Depending on what you were convicted of i.e. felony or misdemeanor, & possible sentence and your basis of immigrating, you could be barred from immigrating or you could require the approval of a waiver or pardon before immigrating. Pardons are only available in close familial situations.
