holding money back
can a contractor hold back money that he owes you for other jobs that i have done to get me to come back and do repair work for old jobs that were completed.and can i charge him interest on my money for late fees

This depends upon your construction contract, or general contract, if anyone even exists, if it doesn't then the answer is a little bit convoluted. My recommendation is to retain counsel as soon as possible to discuss in detail your situation.
