Can I sue this college??

Hi, this is kind of long but here it goes in as much of a nutshell as I can possibly put it in, here's the basics:

1. I'm a US citizen, graduated HS overseas.

2. This college is an Online Institute, based in PA, I'm in VA

3. They locked me out of my online classes because they were missing some paperwork, which I submitted. Took 5 days to resolve this for me.

4. Obviously, I was late on my assignments, I emailed my teachers, who both agreed to give me an extension to turn in my work.

5. 2 days later, I was dissenrolled for not turning in my work. Without my knowledge.

6. Of course, I spoke with many people, my teachers, the student support center, the student advisor. Who all told me, it would OK, that I could just ''catch up'' on the following term {5.5 weeks later}

7. 2 days later, I get an email from a ''retention rep'' offering to help me re-enroll. I say sure, she send me the paperwork, I decide to send it back the next day.

8. Next day comes, I get an email from the college's collection department, they say I owe them money {over 4700.00} because they refunded my student grants.

9. They are now saying I owe the money, offered to give me a second loan, I want to sue but don't know what terms to use. Is this possible?

Where in Pennsylvania is this school located? How long ago did all this happen? When did you sign up for the classes the first time? When were you"dissenroled". When did you get your recent E-mail What paperwork do you have from the school?
