if someone is 16 how old is the oldest woman that she can date legally?

I have a relative that is 16 and is interested in a 24 year old woman and I would like to know if he can legally date her?

The question is not so much as to whether he can date her, it's whether she can date him.

The age of consent for purposes of the statutory sexual assault statute (statutory rape) is 16, so a person having sexual relations with someone 16 or older cannot be charged with this crime. However, they may still be charged with the lesser crime of corruption of the morals of a minor.
