Legal Question in Criminal Law in Pennsylvania

Why does a 10 year old first offense minor caught shoplifting, who returned the merchandise when caught and said they once did it before,(we found the small toy and returned it when going to take child home) but were not caught, get two cival claim letters for the date they were caught and another date we knew nothing about with hundreds of dollars in charges for each and 20 days to pay or face further civil action with a higher demand?

I don't think that there is much of a civil claim there. There may be a juvenile criminal proceeding but shoplifting a toy doesn't seem to me to be that much of a big deal and the District Attorney's office may not even approve it as a private criminal complaint.
