Legal Question in Criminal Law in Pennsylvania

Is it legal in Pennsylvania for me to purchase a glass tobacco pipe online and have it sent to my house or a PO box? Is there any possibility that I would be charged with a crime?

While it may no be illegal to purchase it online, the pipe will be considered drug paraphernalia because it can be used for the ingestion of narcotics, which is the definition of the crime. Possession of paraphernalia is an ungraded misdemeanor.
