Legal Question in Criminal Law in Pennsylvania

In Pennsylvania, I know it is illegal to possess drug paraphernalia, but question is about how the law defines paraphernalia. Would this law include, for example, an unused glass pipe, with no drug residue?

Yes. Check out 35 P.S. section 780-113(a)(32) for the full definition of "drug paraphernalia." It's very broad.
