In the state of PA once a record has been expunged at the state level can this be then recharged federally

Understand the the state is a separate and distinct entity from the federal government, thus, as long as the federal government can satisfy the legal requirements needed to bring a charge yes the federal government can charge you inspite and despite what happens at the state level.
