Legal Question in Criminal Law in Pennsylvania

Two young females, are shopping in a store, not known by the girls a cashier calls the police on them for shop lifting. they enter another store in the same plaza upon leaving the second store they find the police surrounding their car, in which the police tell them their underarrest because they know there is heroin in that car. Both deny it's theirs the driver is set free and the passinger is taken to jail,the police tell her she is being held for 72 hours because she is on probation she is 20 yrs old. They also tell her because of where it was in the back seat it must be her drugs. what is her mother to do from here

Mom, you don't have the whole story here. It makes no sense that the police would surround their car in the parking lot as a result of a shoplifting call before they were even in the car. Also, the police would likely not have searched the car before they were at the car. Why was the car searched? Who gave permission to search the car?

There are lots of questions here that are raised by your question. But, in reality, I don't think you have the whole story, or you're not telling the whole story in your question.
