Legal Question in DUI Law in Pennsylvania

If i never was breathalyzed and never admitted to drinking, could a cop give me an underage?

P.S. I only put DUI cause i didn't know what else to put but i WASN'T driving when i revived my underage

It depends on other factors, like for example if the officer asked for your identification, the location of the stop, the discussion the officer had with you...
