Caught Driving Without a License

My cousin was convicted of his second DUI in the state of Pennsylvania (no other DUIs in any other state). He was sentenced to 90 days house arrest and lost his license for something like 6 months. It's been a few years since that happened, and he's gotten pulled over for driving without a license. I'm not 100% clear on the details as to why he never got his license back, but he's not on probation or anything anymore.

He received a letter summoning him to court which stated there was a mandatory jailtime associated with getting caught driving without a license.

Do you know if this is true? Is it DUI-related or is it just mandatory jailtime for getting caught driving 2x without a license in PA?
