having a 2 year driving suspension, the first year being dui ,being pulled over during the second year suspension can i go to jail for 90 days?

Yes. Not less than 60 or more than 90. If the second was also DUI, then it's 90 in addition to the other penalties. It's at 75 Pa.C.S. § 1543. I suggest that you should hire an attorney if you do not qualify for a Public Defender as soon as possible.
