Legal Question in Education Law in Pennsylvania

My son goes to Harmony Area Schools in Westover, PA. Harmony sends their kids to Clearfield VoTech. Clearfield VoTech doesn't offer the course my son wanted to take, so through a little research, he found out that Greater Altoona Career and Technology Center does. Harmony is paying his tuition to go to Altoona, but they don't want to provide transportation. What can be done about that?
