Probably because the problems arose during a time in which the states did nothing to speak of to prevent them. It took the leadership of the federal government, when the problem had grown into a national, and, therefore, federal issue. That has been the typical of federal involvement in social issues. The states have often not attended to the problems before they have become national in scope, think of child labor laws, social welfare, work conditions,etc.
