Legal Question in Family Law in Pennsylvania

I have a friend who is looking to seek child support (2 kids) from the father. He is currently in jail and depending on the outcome of the trial could be deported (non-US citizen, here on a green card) He was charged with sexual assault of a minor (not his kids but a niece of my friend was the alleged victim) What are my friend's options in trying to obtain child support from the father? Keep in mind he does not have many assets in his name. Can the father's family be obligated to pay if he is deported or incarcarated here in the US? Is there any special government assistance offered in these rare circumstances?

First if he's in jail he has no income and no ability to pay support. If he is deported any child support that might be ordered would be unenforceable.

His assets don't matter. As to getting it out of his family that's not going to happen child support is the duty of parent to the child.

If she wants government assistance she can see if she qualifies for SNAP, housing assistance or TANF.
