Legal Question in Family Law in Pennsylvania

If both parents signed over parental rights to a relative and one of the biological parents now wants to seek custody do they have to notify/communicate w/their ex since they don't have any rights to their child? I want to seek custody but dont know if I have to contact their biological mother.

Well if the adoption is final you have no standing to seek custody. The child is but a stranger to you. So question 1 is the adoption final?
