Legal Question in Civil Litigation in Pennsylvania

Father Remains

My Father Died in 1994 I was Never Notified. I just found out that my father was creamated. I feel as though that the ashes were to be given to me since I was His oldest son and I was next to kin and he was never married. The lady that the ashes were given to sighned my father's last name. So my question is ''Do I have any legal action against social socerity or the undertaker''.
