Obtaining a Legal Tow Order

What must I do to have an Automobile Towed in Pennsylvania, from a family member who refuses to turn the auto over. The Automobile is part of my deceased mother's estate, it is currently titled in my name, however my nephew has the car. He has had posession of it before my mother passed, and my siblings and I want to sell it to clear up debts. The police say its a civil matter....how should I proceed.

How can the car be part of your mother's estate if it is titled in your name? Do you have co-ownership? If you are the sole owner of the vehicle (the title has your name on it) then you are the owner and entitled to possession. If so then it is not entirely a civil issue. It is also a charge called "unauthorized use" under the crimes code. The police should be able to sort this out if in fact you are the true owner.
