Legal Question in Civil Litigation in Pennsylvania
a vehicle was taken to a repair facility for diagnostic repair, while under their care. the keys were left in the vehicle by the place of business and the vehicle was stolen, they are refusing to release the car and said a bill has to be paid and they are refusing to return the car back to an operatible condition. i have send a tow truck to pick care up and the police were called and they said they cant tell them to release the vehicle and it is titled property.

I assume they got the car back. Now if the car was damaged due to their negligence then they should repair that damage. As to the original repair bill there should be some negotiations but you do owe them for that work. However, the owe you because they were negligent in letting the car get stolen.
