F1 visa marrying US citizen

I plan on getting married to US citizen in Feb 2008,graduating in may 2008,so my F1 technically ends May 2008.My to be husband may have to move to another state in june 2008 for job

1)Can one file adjustment of status in one state(say philly) and then move to another state within 2-3months . Is there a way to change address (does this effect time of processing). Do I have to file again from the new state

2)Can the marriage certificate in one state(say Philadelphia) used to file adjustment of status in another state(say NY)

3)How difficult/longer does it take if I am on OPT and apply for adjustment of status

4)What if the husband does not have enough monetary funds in the bank/alternatives?

5)Is it safe to travel on advance parol?(while on adjustment of status from F1/OPT)

6) In case my F1 expires while I have already applied for Adjustment of status..do I need to apply for OPT.

8)What is the best time and way to file for adjustment of status. In the state i am currently residing (philly)and i am on F1/after i move with husband to new state and i am on OPT. We can provide with a permanent address in philly due to his parents living in philadelphia

It is no problem to file an application and then move to another state. You just have to make sure you change your address with USCIS, and forward your mail just in case they don't update the address change immediately. You do not need to refile. I would file ASAP after you get your certified marriage certificate. It also makes no difference if your marriage certificate bears the name of a different state from where you are residing. As far as work authorication, your husband's finances and traveling on advanced parole, there are simple answers to these but it would be easier to discuss with greater detail.
