I am a student on a G4 visa. Can i convert it to an F1 visa?

I'm 23 years old and cant apply for work authorization, so want to change.

F-1 doesn't allow for work authorization, unless it's CPT, OPT.

Yes, a status can be changed to F1 by applying for a change of status with the USCIS, provided that you are still in a valid G4 status and otherwise eligible for F1.
