arbritatorion Award

An Arbitrator dictated terms of an Award and it is final and binding. He however is not impose a time period for the other party to comply. At the post-hearing brief, the Arbitrator was told that the payment would be calculated and effectuated in 90 to 120 days. What does that mean? Is that a common procedure not to set a time table?
