Legal Question in Employment Law in Pennsylvania

My very screwed up employer has issued a suspension notice for five days (dates are not determined on the notice) and I am told that while I will still be required to come to work during the suspension the notice will become part of my file. Is this legal?

It sounds to me like your employer is about to run afoul of the federal and state wage payment laws. You cannot be forced to work for free. You can be suspended without pay, but you cannot be forced to come to work unless you are paid. Slavery was abolished by Lincoln.
